Highway Traffic Management (HTM) has gained PAS2080 certification, setting a new standard for managing whole-life carbon in highways projects. The certification covers carbon emissions throughout a project’s full lifecycle, not just during construction.
Whole-life carbon in focus
PAS2080 provides a framework for the entire supply chain to measure, control and reduce carbon emissions from planning through to completion and beyond. This means carbon considerations start at the earliest planning phase, encouraging collaboration between contractors, clients and suppliers to reduce environmental impact.
The approach raises expectations on how projects are designed and delivered, focusing on long-term environmental effects rather than short-term gains.
From carbon reduction plan to certification
HTM built upon its existing Carbon Reduction Plan and internal systems to achieve PAS2080. The business underwent a two-stage, independent audit to verify its carbon management processes and commitments.
Systems such as Axiom and established methodologies to track carbon use on individual projects helped HTM demonstrate compliance with PAS2080 requirements.
Supporting UK highways sustainability goals
HSEQ Director Matt Higgs says, “Our impact should extend beyond service delivery to consider lasting effects on communities and the environment. Achieving PAS2080 is a natural next step in our social responsibility journey.”

The PAS2080 certification positions HTM to support clients aiming to meet sustainability targets on UK infrastructure projects. It enables them to supply accurate carbon data and integrate carbon management into project planning under UK schemes and regulations.
This development aligns with growing requirements from National Highways, local authorities and contractors to reduce carbon on roads, including motorways and A-roads.
