Hull City Council has put out a tender worth £180,000 excluding VAT for footway improvements in the west part of Kingston upon Hull. The contract runs for approximately ten weeks, starting on 16 November 2026 and scheduled to finish by 25 January 2027.

One-stage, below-threshold competition

The council is running a one-stage open procurement. This means any organisation can submit a full tender without a prior shortlisting round. The tender process is below the threshold that requires a more detailed procurement procedure.

Tender submissions are scored 70% on price and 30% on quality. Interested bidders must submit tenders electronically by 12pm on 21 October 2026. Enquiries close at 11:55pm on 19 October 2026.

Scope of works on west area footways

The contract involves improving footways in the west area of Hull. Footways are the parts of the highway reserved for pedestrians. Hull City Council, as the local highway authority, is responsible for their maintenance and improvement.

The tender documents and full scope are available through the council’s e-tendering portal. The notice does not specify individual footways or name any current contractor. It also does not state the funding source for these improvements.

Context of Hull’s highway maintenance programme

This tender follows similar recent packages. A North and West area footway contract valued at £205,000 was tendered in June, with an expected finish on 16 November 2026 — the same day this contract begins. Another £116,000 West Carr footway contract was tendered in July.

Hull’s cabinet approved a three-year capital programme for highways maintenance in April 2026, covering roads and footpaths. The tender notice does not confirm if this contract is funded from that programme.

Submission details and deadlines

All tenders must be submitted electronically via the council’s e-tendering portal, linked from the official notice. Incomplete submissions will be excluded from evaluation. The council provides an estimated contract value of £180,000 excluding VAT (£216,000 including VAT). This estimate is provided for bidding purposes only and does not represent a commitment to purchase.

Enquiries are due by 23:55 on 19 October 2026, with tender submissions closing at midday on 21 October 2026. Further details are published on Find a Tender.
