Roadway Traffic Management has appointed Paul Bray as Head of Business Development. He brings more than 30 years of experience from across the highways and infrastructure sector to the growing company.
Paul’s career spans civil engineering, local government, utilities, telecommunications and traffic management. This breadth of knowledge supports Roadway TM’s ongoing expansion in its geographical footprint, client base and service offering.
Three decades, multiple perspectives
Paul began his career in 1993 as a Site Agent on civil engineering projects across the UK. In 2000, he moved into local government with Calderdale Council as a Streetworks Inspector. This role involved managing activity on the highway while coordinating with utility companies, traffic management providers and other stakeholders.
Since 2007, Paul has focused on traffic management, gaining experience in sales, business development, commercial, operational and project management roles. His work has involved major contracts across the UK, including utility and telecom projects, roadworks schemes and large events such as the Tour de France.
He says this varied background offers insight into how projects are planned and performed on the ground, including the commercial pressures, operational challenges, regulatory requirements and stakeholder expectations influencing delivery.
Bringing experience to Roadway TM
Paul’s appointment adds expertise as Roadway TM develops relationships with existing and prospective clients. His practical understanding covers operational and commercial needs behind successful traffic management.

Supporting continued growth
Roadway operates from established bases in Selby, North Yorkshire, and Henlow, Bedfordshire, as well as a newer Midlands location. This regional network supports a growing range of client projects across the UK.
The business has invested heavily in its vehicle fleet, technology, training and premises, alongside workforce development and safety enhancements. Paul’s arrival complements this growth by adding capacity and experience to the business development team.
