More than 30 English councils signed 25-year Private Finance Initiative (PFI) contracts between 2000 and 2013 to replace and maintain street lighting. The earliest contracts expire in 2028. Authorities face a process, not a single date: handback requires evidence that the network meets contract conditions.
Three conditions for handback
PFI contracts require street lighting assets to be returned with a minimum residual life, meaning columns, lanterns and cabling must have a defined remaining serviceable period. The council does not bear the cost if assets fall short.
Secondly, an accurate asset record is essential. This includes GIS mapping, column age and materials, cable routes and data from central management systems. The record must reflect reality on the ground, not estimates.
Thirdly, operational data and software licences must transfer in a usable form on day one. The contract enforces these requirements through financial retention, deductions for incomplete works and the council’s right to commission independent testing if records are unreliable.
Evidence gaps cause late disputes
The key challenge is proving residual asset life. Authorities and contractors both need solid evidence. Usually, the only formal joint survey occurs near handback, when positions become adversarial. This timing often leaves little room to resolve disagreements.
For example, Walsall Council, whose PFI ends in April 2028, highlights potential disputes over residual life in its risk register. It calls for early discussion but does not specify how to gather evidence before contention arises. This gap is common across councils and stems from the sector’s current process.
Six years to prepare for handback
Walsall’s expiry plan clarifies timescales. Planning started in January 2023 for an April 2028 handback, followed by certification through April 2029. Surveys must be scoped, procured, completed, remedial works inspected and retention arrangements finalised within this window.
Councils behind schedule risk compressed programmes and competition for limited specialist survey capacity. This is critical because over 30 networks reach handback almost simultaneously.
Traditional surveys strain roadworks and safety
Inspecting a 10 metre column requires a mobile elevating work platform (MEWP), temporary traffic control and often an 18 tonne impact protection vehicle. A typical survey team includes three vehicles and three certified operatives.
Birmingham City Council’s records show this limits surveys to 14.5 columns per day. Each inspection involves setting up cones and signs, checking the ground, raising and lowering the operative, then clearing away. A permit is needed for every road space used.
Drones boost productivity fivefold
Highways Drone Services (HDS) partnered with Kier to survey 13,248 columns across Birmingham using drones. They operated from the footway, eliminating lane closures, impact protection vehicles and working at height.
They achieved 75.1 column inspections per day, five times the traditional rate. This removed 737 days of site occupations and recorded zero accidents or near misses during trials and rollout.

Finishing on time matters to enforce remediation against contractors.
Survey results expose record flaws
The drone survey logged 3,574 Operating System Interface Device (OSID) node numbers, 900 timers and 424 photocells. It found 520 columns with missing or damaged identification stickers and 355 blocked by tree growth in the sample area, about 14% of the city’s network.
About 4% of assets could not be reliably identified, and 2.7% were inaccessible to ground inspection. This reveals discrepancies invisible in unverified asset registers. Disputes often arise because parties lack evidence for assets that cannot be positively identified.
Licensing and compliance matter
Highways Drone Services holds Civil Aviation Authority (CAA) operator registration, pilot authorisations, NHSS 12D traffic management certification, Highways Passport, CSCS cards and £10 million public and employer liability insurance. Its vehicles comply with Chapter 8, and data uploads via Starlink same day.
Most drone firms lack this combined highway and aviation expertise, so general operators are unsuitable for this work.
Drone surveys complement, not replace, physical tests
Drones do not perform ultrasonic column wall thickness testing, structural load testing under ILP GN22, or electrical testing to BS 7671. These physical tests require contact at ground level.
Aerial surveys identify which assets need such testing, avoiding assumptions of even wear and saving money through targeted inspections.
Key questions for councils to address now
- When was the asset register last checked against actual street conditions?
- Is there a dated, independent condition baseline predating the formal survey?
- Are budgets allocated for handback surveys, already scheduled in medium-term plans?
Starting with one maintenance area is advised. HDS can survey a small zone, reconcile it with existing records and measure discrepancies. Councils then decide whether to survey the full network based on concrete data rather than estimates.
Preparing for the future
Birmingham’s drone survey began as a ten-day trial and now forms part of standard maintenance contract works.
