Leicestershire County Council awards a £220,000 highway maintenance resource contract to All Roads Asphalt Solutions Ltd.
The contract runs from 4 October 2026 to 31 January 2027, covering just under four months.
Contract awarded after first supplier declines
The work order, numbered 003/26, is issued under the Highway Maintenance Resources Framework_2026. It is an award without competition, meaning it uses a single supplier selected from the framework’s price list.
The council initially offered this work order to the framework’s top-ranked supplier, who turned it down. Following that, the contract was offered to All Roads Asphalt Solutions, the framework’s second-ranked supplier, who accepted.
How the framework works
The Highway Maintenance Resources Framework_2026 allows Leicestershire County Council to appoint suppliers capable of providing additional highway maintenance operatives, vehicles and equipment.
This framework supplements the council’s own directly employed workforce, enabling extra capacity on an ad-hoc basis for various maintenance activities on the county’s roads.
Details of the awarded contract
All Roads Asphalt Solutions, based at Merrylees Industrial Estate near Leicester, will deliver the resources set out in the contracted price list.
The contract has a total value of £220,000 excluding VAT, or £264,000 including VAT. It is scheduled to be signed on 29 September 2026.

This contract supports the council’s ongoing maintenance operations across its road network, including carriageways, verges and footways. The additional resources will help manage workload peaks and maintain service levels through the autumn and winter months.
