Fife Council has launched a £12.8m framework for the supply, delivery and collection of roadstone materials. The contract covers aggregates, sub-base granular materials, coated roadstone and ready-mixed concrete for use across the council’s road network.
Four lots, 12 operators
The framework is divided into four lots. These are Type 1 sub-base granular; single-sized and graded roadstone and concrete aggregates; coated roadstone; and ready-mixed concrete. Suppliers may bid for any single lot or multiple lots.
The council plans to appoint up to 12 suppliers to the framework. The procurement follows an open procedure with evaluation weighted 80% on price and 20% on quality.
Two-year term, option to extend
The framework will run for 24 months from award, with a potential 24-month extension. If the extension is not taken, a new tender will be expected around June 2028.
Supporting Fife’s transport strategy
Fife Council’s Roads Operations team will use the materials to maintain and construct carriageways and footways in line with its local transport strategy. The contract’s scope covers a wide range of materials essential for surfacing and sub-base layers.
Community benefits, subcontractor details
The framework requires suppliers to deliver community benefits commitments included in their bids. Bidders must also name any proposed subcontractors as part of their submissions.
Tender requirements and deadlines
Tenders must be submitted electronically via PCS-Tender. Bids open and close at 12pm on 12 October 2026. The contract is governed by the Government Procurement Agreement.
Suppliers must demonstrate a current ratio of one or greater in their last two years of audited accounts or provide an explanation if this threshold is not met.
